Mayberry Melonpool is the television-addicted, somewhat clumsy, not-all-that-intelligent Captain of the "Steel Duck." Oh yeah, and he's obsessed with getting a date. In short, he doesn't have a lot going for him.
Sam T. Dogg is completely out of his element. He’s super intelligent, a highly-skilled pilot and has the most common sense of anyone aboard the "Steel Duck." Also, no one takes him seriously because he’s a dog.
So this is the way that Sam’s telepathy works — or at least the way we use it with the puppets —
Everyone can “hear” Sam’s thoughts. He’s a strong sender but can’t read people’s minds. He moves his mouth in synch with his telepathy so people will know who’s talking. Without moving lips, people think they’re just hearing voices.
Sam’s crewmates and friends don’t even give this a second thought, but for people who aren’t used to it, they usually just dismiss Sam as a dumb animal. Even when they do know he’s able to communicate, most people just dismiss his often-sound advice because he’s a dog (that was true in the original strip as well).
Mayberry’s head is mostly bone. Hi brain is the size of a walnut, but his skull is like three inches thick. Also, most of his brain is devoted to his enormous optic nerves. Maybe.
Well, being as… “special” as Mayberry is, having a thick skull Works in his favor, or he would have been a goner years ago.
I supposed that at least 50% of his brain is busy with TV shows and about 30% for his optics. I wonder how much is left for dressing himself (unless he has help like George Jetson) walking and eating. I hope he doesn’t try the last two at the same time.
With that in mind, it will take him like over a year of strips to get that Sam’s can ‘talk’… with luck… let’s see.

I wonder, can Sam choose who does and does not hear his telepathy? Or did the GRAISE hear him too?
If he did hear, the GRAISE probably doesn’t care enough to say anything.
Something tells me Sam must have manipulated Mayberry into choosing him, right ?
If I was Sam, I’d be really tempted to abuse my “big voice” powers. 🙂
